Abstract:

Vertical education-job mismatch arises when workers are employed in jobs in which the level of education required is below (in case of over-education) or above (in case of under-education) the level of formal qualifications held by the worker. Why is mismatch more prevalent in some regions and countries than others? The current study uses a sample of 86 NUTS 1 regions from 25 European countries over 2006-2019 to investigate the drivers of vertical mismatch. The estimation results reveal that educational quality matters: poor educational quality drives over-education, while high educational quality contributes to under-qualification. Characteristics of the regional labour market such as employment in manufacturing and the share of self-employed workers are also important, as well as business cycle effects.
