This thesis was motivated by the need to create a new holistic framework for a positive safety culture in care institutions. 
The aim of the thesis is to identify potential predictors of care workers’ and patients’ safety and to develop a holistic framework for a positive safety culture concept from the perspective of healthcare and care institutions. From the functional perspective, it is essential to understand that ensuring a positive safety culture depends on management commitment to safety.
