The main organizer of the course was FRONTEX - officially known as the European Border and Coast Guard Agency, is an agency of the European Union responsible for coordinating border security cooperation between EU member states. Frontex plays an important role in managing and coordinating operations to secure the EU's external borders. Under the leadership of Frontex, training is organized for the border guards of the European Union, and operations take place both on land and at sea.

The Estonian Maritime Academy has been a Frontex partner academy since 2019, and an important factor in training at the Estonian Maritime Academy is the availability of a high-quality modern simulator center. The training uses 3 bridges and a control center, and each team can role-play both as a border guard unit and in the control center. The exercises include patrol exercises, finding unknown objects and SAR cases. The purpose of the training is to harmonize the level and communication skills of border guards from different countries and to ensure smooth cooperation in international operations. In addition, the Air and Sea Rescue Coordination Center (JRCC Tallinn) was also visited as part of the training to learn about the organization of search and rescue operations in Estonia.
