Two new stimulus fund period measures have been announced: ‘Green skills to support the green transition of companies’ and ‘Skills reform for the digital transition of companies’. In the near future, the remaining field of education measures of the new period will also be announced.

The first measure supports the development of degree study programmes and the provision of additional training to the public with the help of updated subjects to accelerate the green transition. The study programmes to be updated are delimited by certain study programme groups, nine consortia have been established to carry out the activities, which include representatives of higher education institutions, vocational schools and employers. The consortia's task is to analyse the need for skills needed for the green transition, to review the degree study programmes belonging to their study programme group, and to make proposals for updating the study programmes or subjects and training teaching staff.
Five of the nine consortia are led by TalTech. In the summer, the consortia presented their action plans for the coming years to the Education and Youth Board, who are leading the measure. Currently, we are waiting for the approval of all action plans and are preparing to conclude consortium agreements. The consortia will operate until the end of 2024.
The purpose of the digital transition measure is to increase the number of specialists on the labour market who are able to integrate industry-specific technologies with ICT solutions. The creation of new ICT subjects or the updating of existing subjects for degree study programmes, as well as their provision in degree studies and continuing education, in the fields of engineering, production and construction and in the study programme group of transport services is supported.
Higher education institutes and vocational schools had the right to submit initial funding requests to the Education and Youth Board by August 31, in the maximum amount of 120,000 euros. TalTech submitted applications in all four fields.
In the near future, we expect the following measures to be announced:
- Academy of Engineering,
- Increasing the volume of continuing education and developing and launching new degree studies study programmes in vocational and higher education (Just Transition Fund),
- IT Academy,
- Development of internship and workplace-based learning PRÕM+,
- Higher education quality development.
