Tallinn University of Technology’s best scientific publications of 2025 were the monograph The Data Welfare State and the university-level textbook Ehitusgeodeesia. They are shaping thinking and practice in their respective fields both in Estonia and internationally.
"Ehitusgeodeesia", authored by Vello Kala, Sander Varbla, Mairolt Kakko, and Artu Ellmann, addresses geodetic work throughout the entire life cycle of a structure - from design and setting-out to deformation monitoring. The 359-page, richly illustrated textbook systematically connects theoretical foundations with practical methods, covering accuracy assessment of survey data, their interpretation and visualization, as well as occupational safety and risk analysis.
A particular strength of the publication is its consideration of the rapid development of digital construction and Building Information Modeling (BIM) in Estonia and the Nordic countries. The result is a modern and up-to-date learning resource for master’s students in construction geodesy as well as for future civil engineers and practitioners.
The title of Tallinn University of Technology’s Monograph of the Year was awarded to "The Data Welfare State" by Anne Kaun and Anu Masso. This influential and original work examines the role of data-driven governance in the development of contemporary welfare states. The book develops a framework that links welfare state theory, datafication, and the social transformation brought about by digital governance.
The authors analyze how data-based systems affect social rights, inequality, and relations between the state and citizens, while also providing a basis for the normative and ethical evaluation of data-driven and automated solutions. The comparative empirical analysis includes, among others, the experiences of Estonia, Sweden, and Germany, focusing on citizens’ attitudes, trust, and values related to data-based services.
The monograph has been widely used in master’s and doctoral studies and has received positive feedback from the international academic community.
At Tallinn University of Technology, the recognition for Monograph of the Year, monograph chapter, or university-level textbook is awarded to the author of an exceptionally outstanding work that significantly advances its field, published as a first edition either in the calendar year of the award or the preceding year. The recognized work is selected by the faculty council, with each faculty entitled to nominate one candidate. The author must be an employee of the university, and the submitted publication must meet the ETIS classifications 2.1, 2.4, or 3.1 (excluding conference proceedings).
This year’s awards will be presented at the ceremony for Estonia’s Independence Day at Tallinn University of Technology on February 27.
