The United Nations Economic Commission for Europe (#UNECE) is concerned with the reconstruction of major global disasters such as climate change, Ukraine and more recently the post-reconstruction of Gaza. UNECE has just developed and published its Guidelines on delivering Public-Private Partnerships projects for sustainable economic recovery and reconstruction within the context of the Sustainable Development Goals (#SDGs).

The guidelines provide clear policy options and recommendations for governments looking to utilise PPPs (#PPPs), including simplification and acceleration of the model, in post-conflict and post-disaster scenarios.

The guidelines “aim to ensure that policymakers are equipped with the right insights to make better decisions that streamline PPP projects without comprising broader goal of rebuilding economies and societies in alignment with SDGs”.

The guidelines were endorsed by the Bureau of the Working Party on Public-Private Partnerships. Syed M. Ali Zaidi (the drafting team leader) was supported by core contributors, Doris Chevalier (Bureau observer), Fjollë Bunjaku, Jennifer Collier, Kevin Masters, Cristobal Pollman, Richard Threlfall and Tom Williams.

The core contributors were supported by an additional drafting team of PPP experts and in alphabetical order included the following:

Sam Barr, David Baxter, Frédéric Bobay, Christopher Clement-Davies, Istemi Demirag, Anita Fuerstenberg Lucius, Rudolf Heimerl, Dr. Julia Kowalle DTM, Aikaterini Kyriazi, Amanda Loeffen, Shunsuke Nakai, Dragutin Nenezić, Rafael Perez, Maude Vallée, and Irina Zapatrina.

The main sections of the guidelines consist of the following:

  • Key success factors for project delivery

  • Project planning and identification

  • Project procurement and financing

  • Project implementation

The guidelines can be found here.
