For the fourth consecutive year, students of TalTech's Public Sector Innovation and e-Governance (PIONEER) Master's programme are looking for innovative solutions to public sector challenges in cooperation with the Public Sector Innovation Team of the Government Office of Estonia. This year, the students will propose solutions to the e-Residency programme through a better understanding of the needs and barriers of different target groups.

Estonia was the first country in the world to offer e-residency to people living outside its borders. "The e-Residency programme is unique in the world and has a significant impact on Estonia's global visibility. E-Residents already bring additional tax revenue to the country, but the programme itself needs to evolve over time. This year, PIONEER students are exploring what can be done to make it more efficient for companies from specific sectors to become e-residents," said Veiko Lember, Senior Research Fellow at TalTech's Ragnar Nurkse Institute of Innovation and Governance.

Under the guidance of Public Sector Innovation Team, which aims to design Estonian public services more user-friendly and human-centred, PIONEER students from different countries have approached this challenge by applying service design methods. The students have conducted interviews and analysed the processes involved in the programme, trying to understand how different target groups perceive e-residency and how they understand joining it. They have also experimented with possible solutions to the challenges that emerged during the fieldwork.

The students will present their ideas on how to understand the needs, expectations and obstacles of e-residents in different fields at a seminar on 29 November.

Among the topics, students will present their analysis of the challenges of e-Residency in the following business areas:

- ... venture capital

- ... shipping industry

- ... the music industry

- ... German entrepreneurs.

The project is part of the Erasmus Mundus Joint Master's Programme in Public Sector Innovation and e-Government (PIONEER), which brings together the University of Leuven (Belgium), the University of Münster (Germany) and TalTech (Estonia).
