EU students, who come to Estonia for more than 3 months, must register their place of residence in Estonia.
To make the process smoother, please fill in the application(s) before going to any of Tallinn City District Administration. The nearest to TalTech, is Mustamäe City District Government, 10 min from the uni.

For living place registration, an application has to be completed.
1. Notice of Place of Residence
All EU citizens (not Non-EU citizens), please fill in a residence form (printed on both sides of paper).
2. Personal Identification Code
All EU students, please fill in an application for Personal Identification (ID) code (printed on both sides of paper). Here you find introducing presentation.

3. All EU students must apply for the Estonian ID card within 30 days at Police and Boarder Guard Board Office (Nearest office is Tammsaare tee 47, open From Monday to Friday 9:00-17:00). Go there 3-5 workdays after your living place registration. The ID card blank application can be filled in on the spot, at the Police and Boarder Guard Board Office.

Before leaving
After your studies:
When you are about to leave Estonia after your studies, you must submit another residence notice to render the address in your home country (other than Estonia). You do not need to do it, when you mention your departure date in your first Notice of Place of Residence.
