The project is a joint effort of TalTech and UNIL economics and law researchers with transition studies experience from Europe, and their fellow researchers from NUOL, HCMCUL and RULE with thorough insight into the institutional context in their societies.

Tallinn University of Technology (TalTech) is the largest and oldest university in Tallinn, the capital of Estonia. The public university provides a motivating multidisciplinary environment which attracts students (total 12 ths) and staff (total 2 ths) from all over the world. International cooperation is of very high priority, and TalTech is participating in numerous academic networks and cross-border academic projects. TalTech combines, among others, the competencies of economics and law researchers at the Department of Economics and Finance and at the Department of Law.

University of Lausanne (UNIL) in Lausanne, Switzerland, was founded in 1537 and is ranked among top 1% of universities globally. One fifth of the student population of 14 ths and one third of the teaching staff of 3 ths come from abroad. The Faculty of Law, Criminal Justice and Public Administration is unique in its kind utilising synergies of research and studies in these three disciplines. The Faculty of Business and Economics (HEC Lausanne) is among leading business schools in Switzerland with a strong research focus.
National University of Laos (NUOL), founded in 1996 is the largest university in Lao PDR. NUOL operates a modern main campus in the capital city Vientiane. The university has over 26 ths students and staff of 2 ths.
Royal University of Law and Economics (RULE) was founded in 1949. It was forced to close during the period of the Khmer Rouge regime, but reopened in 1982. It offers degrees in law and economics disciplines at both undergraduate and postgraduate levels, as well as offering those courses in languages including Khmer, English and French.
Ho Chi Minh City University of Law (HCMCUL) is one of the top universities in Vietnam, engaged in research and teaching in law, management and political sciences. Since 2004, HCMCUL offers a PhD programme.
