If you have Estonian citizenship or a long-term residence permit, you will be admitted based on the Estonian admission rules for Bachelor's and Master's studies; the application process takes place via SAIS system.
NB! For 2024/2025 academic year admission, the university has decided that a citizen of the Russian Federation or Belarus who cannot apply for a long-stay visa or residence permit for the purposes of studies in compliance with the procedures in force or does not have a valid legal basis to stay in Estonia until the end of the nominal period of study of the study programme cannot apply to Tallinn University of Technology. The legislation in force can be found here. Based on the former, the DreamApply application system is closed to candidates from the Russian Federation. In case the candidate has a valid legal basis for staying in Estonia until the end of the nominal study period of the study programme of interest, please send the proof document to study@taltech.ee to be given instructions on how to apply for the studies.

Candidates with at least 60% of the highest possible CGPA are eligible. Please note that in order to be eligible to apply for higher education studies in Estonia, your previous study results must grant access to higher education in your home country as well. In addition, country-specific requirements may apply.
An application can only be considered if the electronic application form has been submitted during the application period and all the required documents have been received by the given deadline.

You can submit your application only if you have paid the application fee.
After completing the payment, upload the application fee receipt to the "TalTech application fee" task in the DreamApply system and submit your application.
Only submitted applications will be processed within 7 working days after receiving your application fee. Candidates whose application and documents successfully pass the preliminary evaluation will get to the examinations status.
You will be contacted personally to agree on the interview date and, if applicable, you will be given instructions about the Moodle admission test.

After passing the interview (and test, if applicable), you will be conditionally accepted. Read through the conditional acceptance letter – it includes a list of all the required documents, deadlines, and information about the study place!

All education documents will be assessed by the ENIC/NARIC Centre. It might take up to a month.
An invoice will be issued via DreamApply (applicable for non-EU candidates, see tuition fee information). The invoice includes transfer details and a mandatory deadline for the payment to be made.
The final acceptance letter will be issued after the university has:
- received the applicant's confirmation for the study offer on DreamApply,
- received all the required documents by post,
- received a positive evaluation for education documents from ENIC/NARIC Centre,
- received the first-year tuition fee in full (if applicable).
After receiving the final acceptance letter, you should start applying for the the D-visa/TRP (applicable for non-EU candidates).

* Non-EU candidates who are residing in Estonia on a legal basis must notify the International Admissions office via email if they intend to apply by the 1st of May deadline. Additionally, an applicant has to upload the proof of legal basis, such as a copy of a temporary residence permit to the online application system.
NOTE! TalTech has intake only once a year – for the autumn semester.
Application fee
The application fee is 100 EUR per applicant, which enables you to apply for 2 programmes. Your online application cannot be submitted if you have not paid the non-refundable application fee. Please note that the application fee receipt must be uploaded to the according task in the online application system as a part of the complete application.
It is crucial to make the payment as soon as possible but no later than the application deadline. Kindly note that we won't issue an invoice to make the payment. The payment confirmation will be provided via the online application system DreamApply.
Applicants who have obtained a previous degree in TalTech or who are currently studying at TalTech are waived from the application fee. Please upload the proof of your student status at TalTech or a graduation document to the task in the online application system.

The available payment methods are direct Estonian bank links and Visa or Mastercard payments.
In exceptional cases, it is possible to pay the application fee via international money transfer. Note that for such transfers banks usually require extra fees which should be paid by the applicant. Please write to study@taltech.ee for further instructions.
English Language Requirements
See the accepted methods of proving your language proficiency in English below. No other methods of demonstrating English language skills than those listed below are accepted. Applications without the required proof of language proficiency will be rejected.
English language requirements must be fulfilled by the application deadline.

Waiving English language requirements
Proof of English may only be waived if a candidate:
- has finished from either International Baccalaureate (IB) or European Baccalaureate (EB) school (applies for entering to Bachelor's studies only);
- has completed on-site secondary education, Bachelor's or Master's degree taught fully in English in one of the following countries: EU/EEA member states, USA, Canada, Australia, New Zealand, Switzerland, United Kingdom. You must have resided in the mentioned country while doing your studies. Please note that the transcript of record must include that studies were conducted fully in English.
Admissions related tests
In order to apply for Master’s programmes, a candidate is required to present a Test-taker Score Report of the GRE General Test (see exceptions below). This is a prerequisite for qualifying and has to be fulfilled by the application deadline, the latest. The required threshold scores are:
- Verbal Reasoning at least 145
- Quantitative Reasoning at least 150
- Analytical Writing at least 3.0
For School of Business and Governance programmes, the test must be completed but no thresholds have been set. For the Master's programme of Design and Technology Futures, the threshold score has to be the following: Verbal Reasoning at least 150; Quantitative Reasoning at least 130 and Analytical Writing at least 3.0. Only those candidates applying for the e-Governance Technologies and Services study programme, are allowed to take eGov Entry Test in TalTech Moodle instead of the GRE General test; see more information here.
Please find more information about the GRE General Test here. We kindly advise you to register for the test well in advance. There might not be many test dates available or the dates may get fully booked quickly. TalTech accepts tests conducted both at home and at a test center.
An applicant must upload the Score Report to the DreamApply application system. For verification, the score has to be ordered from the Educational Testing Service electronically directly to Tallinn University of Technology using GRE Designated Institution (DI) Code 5019. As receiving the score may take some time, please make the order prior to submitting your online application. On the test day, you can mark Tallinn University of Technology as a score recipient and in that case, it is not necessary to order results separately.
Note that your application will be processed further only after we have been able to verify the GRE score. The GRE General Test is valid for five years following the date of taking the test. The test must remain valid until the beginning of the academic year of the intended intake.
Please note that if you have completed a GRE General Test does not mean you do not have to fulfill the English language requirement as well. These are separate admission requirements and both have to be fulfilled latest by the application deadline (unless the waivers of either requirement apply to you).
Waiving the GRE General Test requirement
Applicants who have obtained a full Bachelor's degree in one of the following countries are waived from the GRE requirement:
Kindly note that you must have resided in the above-listed member state while doing your Bachelor's level studies. A degree completed at an international branch campus outside the member states does not waive the GRE General Test requirement.
➤ Applicable when applying for Bachelor’s programmes and Master’s programme in Industrial Engineering and Management
The Moodle online test is part of the admission assessment and takes place in a system called TalTech Moodle. There is a specific Moodle test for each of the five study programmes. Please see the exact description of the test on the corresponding programme page. There are no special preparatory materials available for the test. The questions in the test are in accordance with the level of knowledge that is expected from the candidates who wish to continue their studies in the specific programme.
Once the candidate’s online application and uploaded documents receive a positive pre-evalution, personal instructions and access to the admissions test will be given via the DreamApply application system. Please note that this test can be taken once and it must be completed within 5 days since access to TalTech Moodle has been given. The exact deadline is mentioned in the personal notification. The test must be completed by the deadline but may be taken at any time during the 5-day span. Please note that close to the application deadline, a shorter test deadline may be given in order for the applications to be processed in due time. Please follow the instructions sent via DreamApply. If needed, it is allowed to use a calculator. Before starting the test, make sure that you have established a reliable internet connection. A failed attempt due to poor online connection will not grant a second chance for taking the test.
If your test score exceeds the threshold, you can continue with the application process and you will soon be invited to the online interview.
Country Specific Requirements
If you intend to submit an application, it is important to check country specific requirements to ensure the qualification you have is considered suitable preparation for entry to Tallinn University of Technology.
However, if the country where you obtained your qualification is not listed below, please follow general admission requirements (previous education documents or the most recent academic transcripts). When you are applying for a Bachelor’s programme, it is also acceptable to present us IB, IGCE or GED international qualification. The specific requirements for these qualifications are brought out below the list of countries.
Please note! To ensure that all submitted education documents are authentic and grant access to higher education in Estonia, they are assessed by an Academic Recognition Information Centre.
If it becomes evident that the presented documents are false or do not enable access to higher education, TalTech reserves the right to withdraw any study offer which has been made to a candidate.

- The copy of Bachelor's degree diploma is notarized
- Bachelor’s degree academic transcript must be sent, upon the student’s request, directly to TalTech’s postal address in a sealed and stamped envelope by the university which awarded the qualification. The envelope should not contain any other documents than the stamped and signed official transcript.
- Alternatively, the candidate may send us by post the copy of the academic transcript which is officially certified (attested) by the Ministry of Foreign Affairs of Bangladesh. Please note that this process involves attestation by the Education Ministry (see here).

A notary is a lawyer or person with legal training who is licensed by the government to perform acts in legal affairs. Notarization is the act of officially certifying a legal document by a public notary. The purpose of having a legal document notarized is to ensure the authenticity of the signatures that appear on the document. Notarization is a verification that a document together with the signature attached to it is authentic.
Please note that all the requested documents need to be prepared correctly and sent to us in one complete set on time. The applicant is responsible for the timely delivery of the required documents.

The deadline for sending the documents
The personal deadline for sending the documents is indicated in the Conditional Acceptance Letter that is issued via the DreamApply application system. You must send documents by the indicated deadline. If you fail to deliver documents by the deadline, your study offer will be dismissed.
Please note that the documents are firstly delivered to the TalTech clerical office and signed by the officer there. Please be patient and wait until you receive a notification via DreamApply, which confirms that we have started processing your documents.
For future reference, please note that application documents will not be returned.
Additional information
IF YOU ARE DOING YOUR LAST YEAR OF STUDIES
If the applicant is in the process of completing the last semester and has not received a diploma yet, the application can be submitted with provisional results from his/her school. In this case, your degree has to be completed by:
- 1st of July (for non-EU candidates);
- 1st of August (for EU candidates).
Instead of a degree certificate, you will need to upload to the DreamApply application system your own statement concerning your degree, including the following information:
- interim transcript;
- confirmation letter from the school with the expected date of graduation;
- other relevant information concerning your graduation.
If you are accepted to the university, your final education documents must arrive at Tallinn University of Technology by post as soon as possible, by the personal deadline indicated in the DreamApply study offer, at the latest. Please make sure that it is possible to send documents by the given deadline. If you fail to complete your degree or deliver documents by the deadline, your study offer will be dismissed.
NB! Please note that if the results for your final semester(s) that you provide later in the application process lower your average grade to the extent that you do not meet the 60% CGPA requirement anymore, the study offer you received will be dismissed.
UNDERAGE STUDENTS
We advise applying after you have reached the age of 18. Students under 18 years of age (hereinafter referred to as the underage students) have limited legal capacity in Estonia. Some transactions, such as opening the bank account and concluding accommodation & study contracts with TalTech, can be concluded by you with the prior consent of your legal representative (i.e. your parent or your guardian appointed by court) or by the legal representative himself/herself on behalf of you.
Pursuant to Estonian law parents have the obligation and right to care for their underage student. The parent’s legal custody includes the right to care for the person of the child and for the property of the child and decide on matters related to the child.
Certain transactions, for instance receiving medical treatment, handling matters with the authorities, require the presence of your legal representative. Hence, it is mandatory that your legal representative accompanies you in Estonia until you turn 18 to deal with legal actions. Underage students can independently make transactions with financial resources given to him/her for this purpose by a legal representative or a third person with the latter's consent.
Please note that TalTech has no legal responsibilities for underage students. In order to start studies at TalTech as an underage student, you must present a consent of your legal representative which states inter alia that he/she stays with you in Estonia until you turn 18, or the Power of Attorney issued by your legal representative, which states a person residing in Estonia who is your support person during studies at TalTech until you turn 18 and to whom the university can contact with any question related to you.
Therefore, three sets of documents will be required in the later steps of admission, not in the pre-evaluation phase:

a copy of the identity document of your legal representative (=parent) which is notarized and certified by an apostille or legalized;

a copy of your birth certificate + official English translation which is notarized and certified by an apostille or legalized;

a consent of your legal representative (=parent) which must include the abovementioned legal transactions and in case the legal representative stays with you in Estonia, the consent must state this information as well + official English translation, which is notarized and certified by an apostille or legalized. In case your legal representative (=parent) does not stay with you in Estonia during your studies at TalTech until you turn 18, you must submit a Power of Attorney issued by your legal representative, which states a person residing in Estonia whom the university can contact in any question related to you in order to receive approval, inter alia a question receiving medical treatment, use of financial means, handling matters with the authorities + official English translation which is notarized and certified by an apostille or legalized.
Please note that minor students cannot obtain the Temporary Residence Permit for Studies (TRP) until reaching 18 years of age. Up to that time, minors have to ensure another legal basis for staying in Estonia, for example, the long-stay D-visa. The university can issue the invitation document for TRP 2 months before reaching the age of majority. At this point, students should start applying for the TRP and notify study@taltech.ee for the invitation document to be issued. The invitation document will be sent electronically directly to the Police and Border Guard Board.
ALLOCATION OF STUDY PLACES
For most study programmes, there is no restriction on the number of study places in the programmes. Candidates that complete the admission steps successfully and fulfill all the requirements for enrollment will be admitted. The number of study places is limited in two study programmes only - BSc in Cyber Security Engineering and MSc in Cybersecurity. Please note that the ranking in admissions tests is not made public for any programmes.
OPENING THE CURRICULUM
TalTech has a right not to open a curriculum if less than 15 applicants have confirmed their student places. In this case, accepted students will be notified at the earliest opportunity, but no later than in mid-July. Please note that in case this happens, it may be possible to choose another alternative study programme.
STUDY LOAD
The university provides full-time and part-time studies. Upon matriculation, a student shall decide whether he/she will study full-time or part-time in the first academic year, unless only full-time or part-time studies are allowed in the study programme. The workload selected by a student is assigned to the student by a matriculation or rematriculation order of the Vice-Rector for Academic Affairs. Students who need a temporary residence permit (TRP) for staying in Estonia can only study full-time as it is regulated by the law. Students who do not need a TRP for staying in Estonia can also opt for the part-time studies possibility. International Admissions office should be notified via study@taltech.ee before matriculation process starts if the student will like to opt for part-time studies, latest by the beginning of August.

(5), persons from outside of the European Union commencing studies in a self-paid study programme shall pay the tuition fee for the first academic year prior to matriculation. An invoice with a personal deadline for a full first-year fee will be issued via DreamApply after the conditional acceptance offer is made. From the second academic year, tuition fees are charged according to registered credits with invoices issued through the Study Information System (ÕIS) at the beginning of each semester.
EU/EEA citizens study for free, except for programmes in the School of Business and Governance. Invoices for students enrolled in fee-paying programmes are issued through the Study Information System (ÕIS) at the beginning of each semester. Students in tuition-free study places need to complete a nominal load, which is 30 ECTS per semester. Missing credits will be charged after every semester.

The university sets the tuition fee rates and the rate and condition of compensation for study expenses at least four months before the start of the academic year. The rate of compensation for the study expenses may be raised by the university (unilaterally) by up to ten percent compared with the preceding academic year.

REPEATING TUITION-FREE STUDIES
Re-enrolling for tuition-free studies at the same level of higher education
I level includes bachelor’s studies and professional higher education studies
II level includes integrated studies and master’s studies
- An applicant who has commenced tuition-free studies can apply for tuition-free studies at the same level of higher education for the second time if the applicant has previously studied tuition-free for less than 365 days.
The days studied tuition -free are calculated based on the data of the Estonian Education Information System. Days spent on academic leave are not included in the total number of days studied. - A person can be enrolled in tuition-free studies at the same higher education level a maximum of two times.
The times of study are counted from the first day of enrolment in the student place, regardless of the number of days of enrolment.
An applicant can be enrolled in tuition-free studies for the second time only if the applicant studied tuition-free for less than 365 days during his/her first enrolment. - If the period studied previously tuition-free exceeds 365 days, the student can study by paying the tuition fee and can be enrolled in tuition-free studies at the same level of higher education only if at least 10 years have passed from the date of interruption of studies or graduation.
- A person can be enrolled in the same study programme tuition-free for a second time only if at least 2 years have passed from the date of his/her exmatriculation. In this case, the number of days studied tuition-free in the first period must not exceed 365 days.
An exception applies until the end of the 2026/27 academic year for those who were enrolled before the 2024/25 academic year and have studied tuition-free, as per data of the Estonian Education Information System, for less than fifty per cent of the nominal duration of the study programme. They can apply for tuition-free studies at the same level of higher education for the academic years 2024/25, 2025/26, and 2026/27. The rules specified in clauses 1-3 will apply to students enrolled in tuition-free studies in the 2024/25 academic year or later.
Starting from the admission of the 2027/28 academic year, also the students enrolled in tuition-free studies before the 2024/25 academic year can apply for tuition-free studies only if the number of days studied tuition-free does not exceed 356 days, i.e. in accordance with the rules laid down in clauses 1-3.

Means of support for Ukrainians
Tuition free study places
For 2024/2025 admission, government funding has made it possible for TalTech to offer 6 tuition free study places for Ukrainian citizens in the Bachelor’s programmes of both Cyber Security Engineering and Integrated Engineering. These study places are allocated to the top 6 Ukrainian applicants in the admission process for the aforementioned study programmes. The candidates receive the study offer as early as possible but no later than on the 11th of June 2024. The selection of these study programmes has been decided in cooperation with the Estonian Ministry of Education.
Dormitory accommodation compensation
Ukrainian citizens who have been allocated a place in TalTech dormitories can apply for accommodation compensation in the sum of 70 euros (meaning 70 euros is deducted from the monthly rent price). The financial aid will be granted during 10 months, from September to June.
Admission under a special condition (applicable for Bachelor programmes only)
’Special admission condition’ is a criterion upon the fulfillment of which the applicant is admitted to a study programme of the university without applying the admission requirements for the corresponding study programme (motivation letter, online test, online interview). An applicant applying under a special condition receives the maximum admissions points. When submitting an application in DreamApply portal, a diploma or a certificate proving compliance with the special condition must be uploaded.

Scholarship for medal winners of international subject proficiency olympiads
The Office of Academic Affairs of Tallinn University of Technology offers a monthly scholarship for students who have won medals at international subject proficiency olympiads during secondary school studies and have been enrolled in bachelor's study programmes at Tallinn University of Technology in the academic year 2021/22 or later.
